Thank you very much for the comments!  I really appreciate you taking the time to include your thoughts.

I think there's a broader issue at stake than simply pro or anti-Western. Compliance with any international regime requires cooperation from the accused party to some extent.  Unless the party that comes to power is completely benevolent and innocent, there is going to be some reluctance to cooperate with a reconciliation effort.</description>
